Trying a new developer/film combination of outdated 03/2004 HP5+ and home=made Crawley formula FX-4 I found I had to uprate the film very high in A-1 to 1200 ASA to get negs that were not too dense and cut development time from 11.5 mins to 10mins. So there is something wrong with a circuit in the A-1. When I use my AE-1 I set 650 ASA for same time of 10 mins development . Even on 'Outdated Film' the FX-4 does seem to give greater film speed.
