Yes. Of course it's not cheap. But not terribly expensive, either: a half way in between what you would spend for a Helios-40-2 and a Biotar 75.
If one is serious about wide angle photography, this is the lens to get.

Of course. But in a way, this comes without saying. A person who is serious about wide angle photography, always shoots with a full frame camera. If he can not afford a digital, then he uses a film camera. This is what I would do if I could not afford the 5D.
In fact, this is what I do anyway, because I still love shooting slides. A couple of months ago I bought a Contax 167 MT in perfect condition for only 60 Euros.
If you know the value of the 167 MT when it was new in the stores, you realize what great business the advent of digital makes possible with full frame film cameras.
Before the digital, I would have not been able to afford a 167 MT.

Another fancier possibility is to buy a EOS film camera and use all lenses (M42, Leica, Contax, Olympus, Nikon, Pentax etc.) with adapters.
The camera must be tested though. Some EOS film cameras don't like some adapters. For instance my EOS 50E works perfectly with the Leica adapters, but does not like much the Contax adapters, I don't know why. Sometimes it works with them, sometimes it gets stuck.

That's what I do. 
Plus, I use a Zenit EM, a Ricoh KR10-x, an EXA I, a Nikon EM and a Canon FTb QL (for old Canon glass which cannot be used at any other cam).
But good (maybe even "serious") wide angle photography is also possible with a crop DSLR but then only with AF or very expensive MF lenses.

Yes, but although I know that Rick does not agree with me, I still think that shooting with a 12something mm lens on a crop body does not give the same result as shooting with a 20mm lens on a ff body - simply because it is impossible to give a 12mm lens (or zoom, even worse) the same degree or precision in distortion and corner quality that a 20mm lens can give.
Anyway, I think that we can agree that serious photography, is photography one is serious about
Nothing more.

Full frame, half frame, digital, film - doesn't matter. It's all in the eye of the shooter. I only do digital because the cost of the medium ceased to be an issue and I can now just blast away to my heart's content. On the other hand I love the MF lenses because (amongst other benefits such as quality) they make me stop and think about what I am looking at and what I am trying to do.
However, you slice it - that's a terrific lens Orio.

Not more than 400-450 Euros, because there is now the new ZF version available which does not seem to have the slight problem with 5D mirror clear at infinite that the C/Y sometimes has (I say slight because it happens occasionally, and would probably be cured by a slight sandpapering of the lens bottom, which I don't have the courage to make).
However, I don't think that the 2/28 is a best buy with an APS-C camera, unless you plan in the future to move to a full frame, many of the main advantages of the 2/28 (corner performance and flare control wide open) are going to be insignificant on an APS-C camera, where the also excellent 2.8/28 can do the job almost as well - the only lesser point is the full aperture, which is a real loss because the 2/28 is perfectly sharp also wide open. But you have to decide if this stop faster is worth 200-300 Euros difference.
